Minister of Finance:

New customs facilities for navigation agencies to accelerate the release of goods.

Allowing the amendment of the destination specified in the shipping lists to dry ports and warehouses
Allowing the customs declaration to be amended electronically on the “Nafza” platform to facilitate importers
Dr. Mohamed Maait, Minister of Finance, issued a decision to amend some provisions of the executive regulations of the Customs Law, which includes new customs facilitations for shipping agencies in a way that contributes to accelerating the pace of releasing goods which is consistent with the state’s efforts aimed at transforming ports into transit gates and not storage places, and comes within the framework of alleviating the burden on importers as much as possible in light of the exceptional circumstances imposed by global economic challenges that have led to an increase in the prices of goods and services and shipping costs.

The ministerial decision included allowing the acceptance of requests from shipping agencies to amend the destination specified in the shipping lists received for the final import fee to dry ports and warehouses and vice versa, as is the case in free zones or economic zones of a special nature, provided that the approval of the party to and from which the amendment is submitted, with the exception of consignements for which a customs declaration is registered, which it is permissible, upon the request of its owners, to convert it to the final import duty or one of the other customs systems if its conditions are met, or to ship it abroad directly through customs. If the amendment is made after registration in the customs authority’s records, the customs declaration is amended electronically on the “Nafza” platform, or cancel the customs declaration previously registered manually in the book “46 .K.M”.

The ministerial decision also includes allowing the customs declaration to be amended electronically on the “Nafza” platform, in addition to what was previously done by canceling the previous customs declaration that was registered manually in the “46.KM” book and registering a new customs declaration in the system to which it is to be transferred, in order to facilitate importers, and the request to transfer from the final release system to the “Drawback” system for the same importer is not considered unfair, provided that the provisions and rules of the “Drawback” system are met.
