Dr. Mohamed Moait, Minister of Finance, stressed that we are continuing to approve the policies that support the financial inclusion of all sectors of the state in light of the interest that the political leadership attaches to maximizing digitization and its applications because of its important role in accelerating the pace of economic development, improving the business climate and stimulating investment in light of the current global challenges, and the adoption of a national strategy to build an integrated digital state, to move from the paper work environment to electronic, adopt the structural policies and procedures necessary to enhance the governance of the state's financial system, improve the efficiency and effectiveness of government performance, sustain government financial transactions with optimal employment of advanced technology, and to localize distinguished international experiences in the application of digital systems in all fields, in a manner that contributes to the acquisition of the state’s public treasury dues, and the improvement of the quality of services provided to citizens.

The minister added that the government electronic payment and electronic collection center at the Ministry of Finance achieved unprecedented operating rates from May 2019 to November 2023, where the value of "electronic payment and collection services" exceeded 8.1 trillion pounds, for transactions of 607.3 million electronic paid, explaining the growth rate of electronic payment service for state employees’ dues reached 12 % ؜ and the issuance of 4.2 million cards for state employees’ dues bearing the national brand «Meza», and 3.9 million cards were activated by 93 % of the cards issued so far.

The Minister pointed out that the value of electronic accessories for the customs authority amounted to 829.5 billion pounds, and achieved a growth rate for electronic payments for Egyptian customs after the transformation of the "Nafeza" payment platform by 24%, and there is stability in electronic payment through the multiple collection channels of Egyptian taxes at a growth rate 30 %, where the value of the electronic payment and electronic tax services services for Egyptian taxes recorded 1.9 trillion pounds, and there is a noticeable increase in the rates of citizens ’demand to pay government dues electronically through the citizen’s paid by 36 % ؜ and the value of the collection service was reached through the citizen’s paid 171.5 one billion pounds, there is a noticeable increase in citizens ’demand rates to pay government dues electronically through the citizen’s paid by 36 %, ؜and the value of the collection service through the citizen’s paid is 171.5 billion pounds, and the collection service through government electronic collection machines (GPOS) in government agencies one billion pounds 154 ,6 billion pounds, and the value of collection was recorded through the government electronic payment portal online 1.5 billion pounds, and there is a great expansion in electronic collection services through integrated collection companies with the government's electronic payment and collection center where the value of its governmental proceeds achieved about 2.9 billion EGP, the total value of salary payments is 1,071 trillion pounds, and the electronic payment service for suppliers is 3.8 trillion pounds.

The minister explained that, due to the nature of the accelerated technological developments, especially in the field of financial technology and in the context of following up and operating control of all digital transformation systems in the Ministry; It is constantly being reviewed by governance procedures for these systems with the addition of new procedures to increase the governance of linking and integration between the government's electronic payment and collection center, the electronic collection system, and between the government public financial information system (GFMIS) and the electronic bills system, as well as follow-up of the computational units to increase the audit of revenue distribution on the species and items allocated to it, pointing out that since December 2022, the government bills issue and governance platform has been activated by linking the issuance of electronic payment orders for all suppliers and service providers for administrative authorities with the electronic bills system in the Egyptian Tax Authority in addition to completing the publication of electronic collection systems and machines in all units traffic units and entities that apply a single -networking system to serve citizens in all governorates.
